I think the single player campaign has improved with every new addition, but as for online play COD 4: MW was definitely the best. It's hard to improve a great product and all they have been doing is tweaking the same game. Everyone has their own opinions so some of the additions are positive to their fan base while others are not. I do like how Black Ops has added game modes where you can play with old school rules or even create your own rules.

Call of Duty 4 was a great game. This game single-handedly set the industry standards for all First Person Shooters to come.

Modern Warfare 2 was an excellent addition and continuation of the series.

I like them both for their own reasons.
