There seem to be too many characters to have a really balanced game overall. It's tiresome to play against the same characters over and over again when there are so many to choose from.

It actually doesn't seem too bad. Capcom got rid of a lot of the truly useless characters from part 2 like Servbot and BB Hood, though some of the new ones aren't that great (Chris, Nathan Spencer, Modok) and some of them are too strong. Dante has the most moves I've seen and will probably become this game's Cable. Deadpool has a ton to offer as well.
