I have FFXIII for PS3. The entire game works perfectly, sound, gameplay, etc....except for the cutscenes during story mode. I have even traded discs in case that was the issue. All of my other games work just fine, so I'm not sure if I have a video setting set incorrectly or what the issue is.

This sounds like a settings issue, but unfortunately, there's not really enough information in the question to give a decent answer.
There might be a setting that disables cutscenes...
You might be pressing keys, skipping any cutscene that comes up...
It may be a video card issue (but if you can play the same, that shouldn't be an issue)...
You may not have the right video encoder for the cutscenes...
Still, I think posting this on an official Square Enix FFXIII help forum is your best bet.
