Miaq tells you random rumors each time you run into him. He is supposed to tell you a different rumor everytime. He isn't really important for any specific quest, but he has been in the other Elder Scroll games so he is more like an Easter Egg than anything else. He also makes comments about people that complain about different aspects of the game.
