I don't know if it improves it, but it definitely makes it feel like a completely different game. Playing with a controller feels like a playable movie. Using Move with it is a lot more visceral, and almost makes it feel like you're personally more involved. Though the move controls definitely aren't 1:1 tracking your motions. You're still essentially completing quicktime events, just with a motion controller rather than a regular one. Though it does fix one of my major complaints about HR, you now just use the stick to move rather than having to hold a walk button. Also, using the move controller to look around and move the camera slightly is a nice touch. A navigation controller is required, but if you don't have the $30 nav controller, holding your sixaxis or dual shock in your left hand works as well, though this setup feels a bit odd.
Overall I'll say it's a different way to play, and has so far breathed new life in the game for me, but I can't really decide if it's better or worse than normal.
