Go to route 218 and use the PokeRader in shiny/moving grass....during the day you have a 20% chance of seeing Ditto, at night it is 25%. Oh and to get the PokeRadar you have to see all 150 Pokemon in your PokeDex, then go visit Prof. Rowan.
