Yes. All games from the Japanese start in the language, but if they decide to ship it over to any other countries it will be translated.

can you get it in America? then obviously it will be in english it would be stupid not to since Japanese games (games made in Japan for Japanese gamers) WILL NOT work in an American system (or any other regions systems)

im going to say yes it will because whan generations came out it the tralers werent in english but the game you could select englis of japanise voices
