Q: Do enemies get more challenging as you progress in Just Cause 2?

Do enemies get more challenging as you progress in Just Cause 2?

I have played for like 12 hours and the fights just aren't that hard...do they get significantly more difficult ever or will I always run circles around them?

From what I can tell (about 14 hours in), some missions are trickier than others, but the enemies don't get any smarter (just more numerous).

Same goes with the "Heat" levels. I usually don't have to worry about bad guys until it gets to level 2 or 3, minimum.
