The Xbox 360 PS3 Navy Seals (Socom 4) freezes up prior to loading. Once it gets to 98% the game does nothing

I have taken the game out several times only for it to continuousy freeze at 98%or 99% It freezes up and will not play - Any suggestions. Do I need to uninstall anything
