I believe that was a large part of it. Cod4 was such a departure from "the norm". And succeeded in nearly every way that when CoD5 was announced as being set back in WWII. It instantly left a stigma of "...uhhh...what?..why?". And I think that "Here we go again" stigma stuck real bad.
Although...Nazi Zombies was a big shiney star on that game. Man I love Nazi zombies.

I think the reason people didn't like Call of Duty World at War as much as Call of Duty 4, is because it almost completely copied and pasted from Call of Duty 4. It wasn't too bad of a game, but we've already seen that stuff so many times. Call of Duty 4 had brand new stuff.
World at War did have some nice new things like: Nazi Zombies, Coop Campaign, and some other things. But it wasn't like Call of Duty 4.

I think it more has to do with the fact that it went back to WWII, and that it was Treyarch developed, and they basically just took what Infinity Ward had done the previous year and slapped on a WWII setting. Plus Treyarch gets a lot of hate because they made CoD 3, which many consider the worst in the series.
