As well as in the original Gold and Silver game, you did not use a flute to wake up Snorlax, instead, you set your radio (in the PokeGear) to the right station (channel 20), and it will play the PokeFlute song. You need an expansion card for it, which you can get in Lavender town, at the radio tower (after restoring the Power Plant).
