I am just wondering because I got my ps3 right around Arkham City's release and a friend said I could borrow it from him and I said no at the time because I was playing a ton of CoD and now I want something different.

no you do not, the storys aren't completely concise so you can just pick up either one

It's your decision. I played Arkham Asylum first, and it took me a while to squeeze all 100% out of it.
Arkham City is more like a companion to Asylum, not so much like a sequel.
