I got to the Ice Lounge and found Panguin and the last two under cover cops and found Penguin with Mr. Freeze's Freeze Gun and I now have to locate where he is.

Look on your map, it shows you exactly where he is. You'll notice there are four balconies or entrances around the shark pit. One is where you you came from to get to the shark tank, one goes to the museum where you rescued the other cops, the other is where penguin is at, and the last one is where Mr. Freeze is. I'm sure you can figure it out.
