Yes there is. However, the third person view in the elder scrolls games is kind of wonky. The game was definitely made with first person in mind, 3rd person is usually only really useful to look at your character or to pull the camera out to get a wider view of the landscape.

Clicking the right thumb stick in will make it 3rd person mode.
