Tell him that M means Mature. He's not mature enough if he acts like a 3 year old. Don't do it man.

1) Let him play it.
2) Give him a firm "NO".

Tell him no and if he keeps bugging you tell him either he stops or you get to play no video games at all.

If u dont want him to play it get a double barrell shotgun and tell him if he doesn't stop crying you'll pull the trigger. Just kidding.

"Little"? Sounds like your brother isn't even old enough to play the game in the first place...that is, if he is as little as you say.
If you're the older brother, you need to take charge. Tell him he needs to wait like you did. Crying won't get him anywhere.

Tell him-
"I would let you play Skyrim, but then I took an arrow to the knee".

make him give you $20 for 20sec of gameplay (note he wont do it)

Why don't you let him try it? If he's that young he probably won't get very far, and he might get bored.
But don't let him get is way if he's crying or demanding it. Don't want him thinking that behavior is okay.

Just Let Em Play For a Little While , Then Make him Get Off.
And If He Wants To Play Again Make Him Get You Something Or Do Something Lol , Just Plaing

Right before you have to battle a dragon save and then give him the controller.
That's what I do with my games (even the ones thatdon't have dragons JK).

Skyrim is one of those games that is only rated M;It's not really that bad of a game. Besides if he is that young,he'll most probably give up playing after a while!

Just be nice and tell him that he isn't old enough and he has to understand that he just can't play, and if he keeps crying just tell him that you will take video games away from him for the weekend.

Beat him and give him something to really cry about.
Seriously though, I don't know how old your brother is, but if he's under 14 or 15 I don't think it's an appropriate game for him. Of course it's not over the top violent or gory, but the "demonic" aspect might be a bit much you know? With the Dark Brotherhood quests and other things like that, it may not be something an immature mind should be playing along with. Especially if he's crying about it. The rating "M" is there for a reason. Sorry, little step brother. The answer is "No."

lol just let him play the game make him a character and let him go. Not like skyrim is an all that mature game. Whats the worst they do kill people? i get a decapitation isn't kid friendly but almost if not as bad as watching most movies. so just let him play it so he will shut up if it's that annoying
