Yes, PS2 games are used. At this point almost all previous generation games available from GameFly are used.

No, instructions manuals will not be sent with any rental game. Manuals are saved for those who buy or keep the games. Basic game play controls can be found on the game's info page and some (but not all) games have pdf files of the manuals available when you rent the game.
