So does that mean this game doesn't allow you to create and customize your own character?

(I mean like skyrim as a base for how far the creation goes)

All I know about the game so far is that there are 2 game exclusive toons you get to play as. I doubt you get to change them up very much besides armor and weapons. It sounds to me like you follow the story of these two characters.
