After you learn a spell, any spell, you must first "remember" the spell (the option to do so is right under "learn spell"). Once it's assigned to your top slot, which is used for magic and miracles, you will be able to use it by equipping a catalyst (basically, a magic wand). You can equip a catalyst in either hand, but if you put it in your left hand, then you can enchant right-handed weapons.
