I believe Grand Theft Auto IV still has it's servers online. I played it somewhat recently, so I'd give a pretty good guess it's online anyways.

In things like Cops and Robbers, there might not be many people online though. To be honest, even when that game was new, the online just never really took off.

So I'd say that the servers are still online, but you might have trouble finding people actually playing online :P
