How will character power levels be set?

On the previous ninja storm game playing online was difficult for numerous reasons, for example over-powered constant rasengan attacks from sage naruto and or naruto tailed beast mode as well as constant throwing combos from Deidara. It was rare where you could actully defeat some doing this its also known as noobing. How will this naruto give an opportunity to real naruto strategists to give these noobs the powning they deserve?

Honestly, I think only the game testers will know that for sure, but i do hope it isnt the same as Ultimate Storm 2. Way to many OP characters.

  1. well im not shure if there limiting the power but i do know that now you will have a substitution bar so now you cant spam people with constant sub grabs

      1. Well for one, there is a substitution bar. Which means no more spamming online for that. I think the whole jutsu thing is fixed by a bit. But some characters attacks are unique, I have seen gameplay and it looks like the only thing that changed was the characters, combos, maps, and substitution bar, sorry.

        1. The whole idea of a sub bar is a retarded idea. Spamming cannot be elminated in a fighting game. Just like immigration can not be eliminated out of the U.S
