Unless it says complete edition then no it doesn't. It does take place in that city you just can't access the GTA IV mission content from a stand alone expansion disc.

sorry, while episodes has the complete city map that gta IV has it does not come with gta IV. but don't dispare, you can buy gta IV at any game shop for less than $20 and shew, it's worth every cent. there is a bundle game available, but if you already have the episodes then your better off just buying gta iv for cheap.
