If I purchase madden preowned do I get the online pass or just when I buy it new?

Yes, when you buy the game new or used you will get the code. The code will not be sent with rentals, however.

If you buy it used you DO NOT get the code you have to buy it from the ps store or xbox market place. Its how there trying to stop people from buying there games used...
