Yes. The story is mostly self-contained, though they kind of assume you know the returning characters (Elena and Sully). You could probably find a wiki to catch up on the story. Though I still recommend playing the first one, because it's a lot of fun and looks awesome, and it's amazing how much they improved the sequel.
