in borderlands when do you get the quest to fight skagzilla and whare do you get it?

i just don know and i really want to fight him

I am not sure when but you need to go to the place where you start fighting the guys on vehicles. The man you need to talk to is right next to a ramp you jump off of with a vehicle. You have already talked to him for a part of the main quest but he will not talk to you again untill you are far enough along with the main quest
