How do you buy weapons? A box pops up and says you can buy weapons at 50% off. How do I ??

When the rebels are gathering a hint screen pops up and says you can buy weapons at a discount of 50%. How do I do this??? I keep getting my building blown up. Please help!!!

Im thinking in the import screen im not sure i had a weapons plant but i think it was export only i only had i rebel attack and i put it down quickly or than that i kept my people happy and thoes who werent were reeducated in prison.
