Well that depends on how you define free roam. But yes it has a very large map. If you define free roam as like getting to walk around a town and do missions when you want then no it is not that. If you define free roam as not linear and you will still have to roam to a designated path and not be able to stop anywhere then yes it is like that.

It has large individual areas, but you generally have to play missions in each zone to unlock the next.
