What is up with these phantom frogs in Demon's Souls, what are they, can I hurt them?

If you are talking about the Crystal Geckos (you probably are), then yes you can kill them. They drop a good amount of ores/stones and the closer you are to Black Tendency the better the drops.
Kill them quickly because they run away and disappear after a few seconds.
