How do you unlock costumes in Marvel: Ultimate Alliance 2?

I've gone through a lot of enemies and no new costumes...

In general, it's 50 enemies after Act II. With a limit on what you chose for pro-reg and anti-heroes. But most are neutral.
Juggernaut, if you have him, requires 300.
