There were actually 2 versions of the GotY edition released for this game, the first was with voucher DLC codes for the expansions which wouldn't be very useful to rentals. The second version had a disc with the content and was released later.
I just don't see why gamefly should have this, most likely the choice on it was decided when the first version was announced.
If you feel this strongly about it you should go out and buy it to support them, no free DLC for you :).
