In zelda 3d where is the hyrule shop keeper so I can emty my bottle of poe?

Show I can put a bottle of fire and pure it on the red sharp ice in the the water barrel in hyrule castle show I can move on to my final boss battle. Please help me it will be really sad if I can not finish the game because of a stupid bottle.

go to hyrule castle just past the draw bridge he is on the screen with two walls and a door
