nope, you rule on an island, your actions effect other country's relations with you,it's set in like the 1950's when Castro was running things, be warned it may seem fun but compared to games like Sim city it is FRUSTRATING.

You have various islands you can run and there is a sandbox mode. its pretty hard game and can get difficult to micromanage everything at times.
