I think so too. Treyarch promised no more quick scooping in black ops, yet after months of its release, they made a patch to make quick scooping easier. It's something I can never master in, but I don't mind if players do this. If you can master it, you deserve it's beastly power.

as long as there is a auto target assist system there will always be quick scoping, there are too many noobs for them not to integrate it, so yeah id say 100% there will always be some form of quick scoping.
