The Rock Band 1 songs currently aren't available for Wii download into RB2. Outside of the original RB1 disc, they can't be played. I don't want to buy RB1 and have to swap disks for certain songs!

This would completely depend on if they see a market for it. if enough people rallied and asked for it, Harmonix would totally make it happen.
it's all about supply and demand. if there is a demand, a supply will be made!

Well, even with the updated Wii dashboard and increased storage capacity on those HD SD memory cards, there's no way to measure how many people have enough space to even download music onto their Wii. That makes it incredibly hard to predict how well DLC would sell, which makes it difficult to convince a publishing company that it's worth the effort, time, and money to produce and distribute that content.

I would say its pretty unlikely. Even the 360 song transfer doesn't transfer ALL of the songs, suggesting to me that there may be a rights issue. I'm pretty sure a lot of the songs that didn't transfer were Warner artists.
