So you are asking who tells the story better, not who has a better story to tell?
If this is true its Valve. Regardless of how good a story is. Valve is the best at telling a story without removing the player too much into Cutscenes and journal entries.
When you make a game that is all about your experience in a world, like valve and irrational do, the moment control is taken from you, the momentum in the story is broken and you go from living the experience to watching it. It is the laziest way for a developer to hit plot points.
One of the reasons the gaming industry is still not taken as serious as the movie industry is because unlike movies where you just watch. In a game you interact, a game needs to be able to do that the whole way through. Valve is the closest to this in gaming.
Irrational did do good with taking a macro story like the events of rapture and a micro story like your characters actions and made a very understandable tale, for that they deserve credit.
