Before heading to the Zaude Shrine. Take a trip to Phaeroh's Craig. There, you should see a portal. Head in this portal. Then talk to the sage, after this' completed head back to Tarqaron and defeat Duke. And have a cleared game.

After having cleared the game, speak to the sage in Old Yormgen once again. Then head to Dahngrest.
