The easiest survivors to keep with you are in the beginning. Tame Snowflake first then grab the others when the quests pops up. I don't think there is a limit but like xmengame82 said some will get tired of wandering around, lol. Keep in mind if you hit a survivor accidentally they'll sometimes fight back.
