Sweet pokemon :)

You need a water stone to evolve that pokemon, I don't recommend til after lvl 43 as the evolved form learns no moves for itself. So to give yourself the widest range of moves its best after 43. Here is a good free pokedex for black/white to learn all sorts of useful information on pokemon, happy gaming :)

To evolve Panpour, you have to get a Water Stone. You can find a Water Stone at Driftveil City, Cold Storage, or there`s a scientist at the murky bridge in Castelia City. I believe its the first bridge? You should try each one. He`ll ask you which pokemon do you want to evolve. Evolve it when you`re ready!

You'll need to use a Water Stone on Panpour to evolve it into Simipour.

I would highly suggest you evolve it at Lv. 43 since thats the last Lv. it can learn a move and that move is none other than Crunch.

How ever the choice of what Lv. you wish to evolve it at is up to you.

you need to use a water stone to evolve panpour leaf stone to evolve pansage and fire stone to evolve pansear

use a water stone but i recommend getting it at lv 43 before u do evolve it . The first place in the game to get a water stone is castelia city (or hiun city) at the first dock from a scientist. u can also get a fire/leaf stone there as well.
