Yes it will have achievments. In the new E3 trailer on xbox live it perfectly states that there will be achievments.

I bet that microsoft is only doing this remake because of bungie splitting with microsoft and joining activision. So i suspect a remake of halo 2.

Of-course xbox will always have achievements and this game won't be any different they may though put less concentration towards them than usually to better thier game or have more for those people that like the challenge they may even add some quirky ones for fun who know but they won't get ride of achievevmnts
