How do you perform EX moves in super street fighter 4?

Or whatever the name of that glowing is. I keeping doing it by accident, how do you do it?

As the training room states, the moves shown with a blue star may have an EX
variant by pressing two of the same attack buttons. For example, Ryu's Hadoken
may be created with any punch. By pressing [LP MP], [MP HP], or [LP HP] an EX
version of the Hadoken is done.
