who do i level up my lock pick ability in dragon age two?

You want a max of 40 cunning as soon as possible in the game on a rouge, every increment of 10 allows you to open a more difficult chest, 40 allows you to open master chests so you don't have to go further then that.
Also you want to try to hit 30 before you go into the deep roads as some chests there require lvl 30 skill to open them and you can't go back and get them later.
If your character is the rouge its really easy to set this up, if not I would recommend running around as the rouge in your group and switch to hawk when in combat to make sure you disarm all traps and can open chests without having to switch back and forth.

The only class that can pick locks is the Rogue and you increase that skill by increasing your cunning. 10 cunning is for simple (easy) chests or doors. 20 cunning is for standard (normal) chests or doors. 30 is for expert (hard) chests or doors. 40 cunning is for master (very hard) chests or doors. Any rogue will do (Varric, Isabela, Sabastian, your character maybe).

I haven't played the game yet but I did play Origins and it was to access higher lever room and chests so I assume its the same

Your best bet is to give it to a rogue. Word of warning though. They expect you to put a lot of points into the specific skill before you can pick anything above an average lock. It's not worth it trust me.

Each lock pick requires a certain level of Cunning. For example, a simple lock needs 10 Cunning but a Hard lock would need 40 Cunning. Each difficulty is matched by every 10 points into Cunning. Only rogues can do this, so pick one of the crew if you don't want to spend alot
