The only time you could transfer a Pokemon from a Pokemon Ranger game to another Pokemon game was in the first one when you transferred the Manaphy egg to Diamond/Pear/Platinum. Haven't heard anything about transferring to any others.

I don't think so, there were only a few Pokemon you could transfer from that game to any other game.
