Its been awhile since I`ve played Diamond, so I might be hazy.
Ok You have to beat the gym leader in Pastoria City
Then follow the Team Galatic grunt that talks to himself out loud next to the Safari Zone
Keep following him and Then Cynthia will appear- 0
