can you add these songs to your rockband library or can you only play them since its a rental?

most add ons once downloaded stay there for ur game... i havent used any track pack disc add ons myself... but i have used disc add ons for fallout and never had to put the disc back in my xbox after the initial download.... so i'M guessing if it works like an add on disk u wont need to keep it

No, you can't. I wish you could though. The RB Track Packs are stand-alone RB titles with their own setlists and achievements. Some of them can be purchased onlne--those are added to your RB library... but no, there isn't a way to download track pack songs for Rock Band 1, 2 or 3... I wish. Then I would rent all the track packs, lol.
