Answer: Yes it like gta but you play as a undercover cop.you cannot kill or injure civilians like in gta cause you will get too many points and the mission will end. but there is a ton to do and explore.but it takes awhile to get weapons im about 12 hours in and the only weapons i have i take form bad guys.
