The only thing we know now is that it will be released in the US sometime in 2013. I've been waiting for this game as well, the best thing you can do now is either wait, or look for a Japanese copy online, since it came out in April of this year in Japan.

You would need to find out your specs first, such as Graphics Card, RAM, CPU and Hard Drive space. Once you know this, do a google search for "Game Debate Oddworld: Stranger's Wrath" and click the first result. Then scroll down and plug in your specs there, and it will tell whether you can run it or not, and what kind of settings you can handle. Hope I helped.
