Tropico 3 Cheat Menu
Whilst your playing a map/game, if you click down the left and right sticks and press the back button and start button at the same time you will open the cheat menu. From here you can activate a range of cheats from 100% Tourism rating to adding $100,000 to you spending money as many times as you like. The only proviso is that once you have activated cheats you will not get any achievements whilst playing that map/game (just like God Mode in a Sandbox game).
