In the Double Max security level portion of the game, you'll meet a prisoner in the entrance hallway of the Feed Ward who's willing to sell you five packs of smokes for a high total price. After buying them, they will be saved to your game automatically. Load your latest checkpoint, and you'll still have the smokes AND the money you paid for them.
