A local Yakuza leader, Suzuki, wants to reinvigorate his town to the place he first fell in love with. Mr. Snake, on the other hand, wants nothing more than to profit by tearing down the crumbling buildings and constructing an amusement park. But a pair of feisty young street urchins, Black and White, is determined to protect their city and its soul from Mr. Snake. When Mr. Snake realizes he can't carry out his terrible plan with the two kids wandering the streets, he hires a pair of intergalactic assassins whose bullets never miss their mark.
