How do you take one of the most successful franchises of all-time and turn it into such a dreadfully one-dimensional affair? Ask the makers of Star Trek: Conquest.
It's almost like they didn't try. The game lacks depth of any type, and once you've learned the basics for combat and building, you simply rinse and repeat over and over again until you've won. There is no real strategy or planning required. The fleet size is too small, there aren't enough areas to control, and there are not enough differences in the races to make a different game experience for repeated play.
It's like "Risk" meets "Civilization" meets a giant bowl of suck.
