First go to the options menu and go to controller options. Set the control so that instead of just seeing 'jump' mapped to the controller, you see the 'Sega Button A' 'Sega Button B' and 'Sega Button C' mapped to the controller. At this point you want to hold down 'Sega Button A' (defaults to the X button on xbox 360), and press start. The level select should now how up.
